Due to illumination from the ground
Clouds are made up of water droplets and ice crystals that are colorless and only partially scatter the light that hits them. At night, with strong urban illumination, low clouds will appear whiter than the sky. In a dark area, however, clouds obscure the faint glow of the night sky and look black.
